Recreation on the Upper Clackamas River
The Upper Clackamas encompasses the river and tributaries from its source on Ollalie Butte to the Rivermill Dam in Estacada. It is 31 miles long, and most of the upper watershed lies within the Mt. Hood National Forest.
Known for its steep terrain, wild and scenic beauty, and bigger more technically challenging whitewater rafting, kayaking and canoeing. For anyone not going on the river, there are numerous parking areas and pull-offs. The character of the run is mostly pool-drop class III rapids which can develop class IV hydraulics as the river rises during intense winter storms.
Good consistent flows are available throughout the winter with rain and into spring as snowmelt. The river drops low in the summer but can still be enjoyed as a technical boating experience and a wonderful escape into the National Forest just an hour from downtown Portland.
With Highway 224 running along the entire length of this run road scouting is easy and the road itself provides only a minimal intrusion to what is an incredible scenic journey along a forested river. Several Forest Service campgrounds make this a great weekend destination, and you can build your own adventure by exploring upstream.
World Class Whitewater
Most of the Clackamas Water Trail on the Upper River consists of swift moving riffles and whitewater rapids, and visitors should take a guided trip with a licensed outfitter or already be an experienced boater (raft, kayak or canoe) before accessing these stretches.

However, between two reservoirs (Estacada Lake and North Fork Reservoir) and a long Class I+ section at the bottom of the classic Upper Clackamas whitewater run, there are ample opportunities for self-guided adventures, be it to float, swim, and otherwise paddle flat water or easy moving water. Oufitters and rentals conveniently service these areas, and a few offer guided paddling trips for beginners.
Note to Private Boaters: At least someone on your trip should be experienced and comfortable with wilderness and whitewater rescue. Ideally at least one person is current with First Aid and CPR certification. All private boating on the Clackamas River is AT YOUR OWN RISK.
